The Global Evaluation and Monitoring Network for Health (GEMNet-Health) is a bilingual (English and French), non-political and non-profit-making association established in 2012 with headquarters in Accra, Ghana.  The mission of GEMNet-Health is to empower member institutions to facilitate access to quality monitoring and evaluation (M&E) training, research, and services. GEMNet-Health fosters organizational growth, collaboration, and peer-to-peer support for monitoring and evaluation (M&E) of health programs globally through ongoing institutional linkages among members, while also providing mentoring for national programs in M&E. As a network with a diverse set of skills and experiences – and with members located in 10 universities across nine countries – GEMNet-Health is well placed to be a global resource offering technical assistance and capacity building in a range of M&E topics.

GEMNet-Health hereby invites qualified persons to apply for the position of Operations Manager with special responsibilities for managing and coordinating technical activities as well as managing relationships with partner institutions.

Reporting Line: The position reports to the Executive Committee through the Chair of GEMNet-Health Steering Committee of the Network.

Responsibilities: This position will serve as the head of the GEMNet-Health secretariat and the administrative lead for technical projects and network operations. Working closely with the GEMNet-Health Chair, this position will coordinate and support Teams, Standing Committees (such as the Executive Committee and Steering Committee) and ad-hoc committees, supervise other Secretariat staff, and engage in business development activities including discussions with prospective funders.


  • Master’s degree in project management, business administration, public health, communications, marketing, public relations, or related degree (A master’s degree or qualification in M&E an advantage)
  • At least seven years of relevant professional work experience in project management, operations management, donor management/relations
  • Excellent presentation, written, and verbal communication skills.
  • Demonstrated experience working with international teams.
  • Demonstrated experience and deep understanding of operations of non-profit making organizations, especially with USAID-funded projects or organizations
  • Previous experience in serving in similar positions is an added advantage
  • Solid/advanced work experience at a similar level, leading donor management, project administration, operations, communications and public engagement strategies.
  • Experience managing websites, social media and online platforms
  • Fluency in English is essential for this position, fluency in French and/or Spanish is an added advantage.

  • Excellent operational management and customer service skills with proven ability to provide authoritative technical and policy advice
  • Highly developed planning and organizational skills, with experience establishing priorities and meeting deadlines
  • Requisite managerial experience in non-profit making organizations
  • Highly developed analytical and conceptual skills including demonstrated ability to deliver positive solutions to complex problems
  • Staff management experience with the ability to motivate and develop a high performance team committed to excellent service
  • Highly developed interpersonal and communication skills with the ability to negotiate, influence and lead a team to achieve organizational goals
